Waco ISD Finalizes Office of School Leadership Staffing to Strengthen Support of Student Achievement and Leadership Development
Jill Anderson

WACO, TX – Waco Independent School District (ISD) proudly announces the selection of Dr. Tamekia Brown as Executive Director of Elementary Education, rounding out the newly formed Office of School Leadership.

According to the Wallace Foundation, research shows that effective school leadership is second only to high-quality teaching in driving student achievement. In response, Waco ISD is making intentional internal adjustments to strengthen its leadership pipeline, provide targeted support, and improve school leader retention across the district.

Brown brings 25 years of experience in education, including seven years as a principal more than a decade in district-level leadership. Most recently, she served as an Area Superintendent in Fort Worth ISD, where she supported 38 campuses serving over 21,000 students. In that role, she coached principals in implementing district priorities, guided improvement strategies, and fostered instructional leadership.

Beginning her career as a high school math teacher in Conway, Ark., Brown later served as an assistant principal, principal, assistant superintendent, and chief academic officer. She holds a Doctorate in Educational Leadership from the University of Arkansas at Little Rock, and both bachelor's and master's degrees from the University of Central Arkansas.

"We are thrilled to welcome Dr. Brown to Waco ISD," Superintendent Dr. Tiffany Spicer said. "Her experience and proven leadership in supporting principals make her a strong addition to the dynamic team assembled for our new Office of School Leadership. With Dr. Brown, this team will be even better positioned to support our principals in meaningful, strategic ways-ultimately ensuring stronger instructional leadership on every campus and improved academic outcomes for our students."

Brown joins a robust team, led by Deputy Superintendent Dr. Melissa King-Knowles, that includes Executive Director of Secondary Education Alonzo McAdoo and the newly established role of Director of School Improvement, now held by Karmen Logan. With 34 years of dedicated service to Waco ISD and extensive experience as both a school administrator and instructional leader, Logan brings a wealth of knowledge, strong relationships, and a deep commitment to advancing school improvement efforts across the district.

As Director of School Improvement, Logan will lead efforts to support identified campuses through data-driven practices, leadership development, and the strategic implementation of school improvement plans. Drawing on her recent experience as both Executive Director of Elementary Education and District Coordinator of School Improvement (DCSI), Logan will now focus more intensively on ensuring that schools in need of targeted support meet or exceed academic expectations while fostering a culture of continuous improvement.

Together, this team will play a central role in supporting campus leaders, strengthening school performance, and advancing the district's mission to inspire growth, and pursue excellence in every student.

"Waco ISD's Office of School Leadership will provide intentional, scaffolded support for our incredible campus administrators and their teams," said King-Knowles. "We're proud to invest in a structure that personalizes support based on each leader's experience, the unique needs of their campus, and the broader trends shaping education today. Our Principals deserve this level of support and our students benefit when school leaders are empowered to thrive."
